Distance from UKRep about 5 minutes on foot, across two roads (zebra crossings, no lights).
Main entrance is now fully wheelchair accessible.
Toilets in the entrance hall and on all floor levels.
There are no specific facilities for the visually impaired apart from Braille in the lifts.
There are no sign-language/lip speaking interpreters available through the EU but interpreters may come to the meetings. All meeting rooms are equipped with interpretation system, a hearing loop is available at each seating place (on the main table and on the back row). This loop should be adequate for those with a "T" connection.
The print signage around the Council is ISO Norm. The electronic screen that indicates meeting rooms is small but the desk to the right of the internal lobby will tell you which room a meeting is in.
In the meeting rooms the resolution on the projectors are determined by the PCs of those giving the presentation. So it should be possible to be enlarged by mentioning to the presenter that someone with visual impairment is attending the meeting.

There is Braille signage in some lifts, this is being added to all lifts
Assistance for deaf (phones, hearing loop in conference rooms) is currently not available but is being looked into.
There are adapted toilets on ground floor and near conference rooms.
